Yesterday I replaced the fuel filter on my 07 Dyna Street Bob and this afternoon I noticed that when the engine is running there is a distinctive whine coming from inside the fuel tank. It is loud enough that I can hear it over the engine and when I put my ear up to the fuel tank you can clearly tell that it is coming from inside the tank. Is this normal for a new fuel filter or is there something else wrong inside?

Sounds like fuel pump (bearing) noise. I have had that noise also but it comes & goes and only lasts a few seconds. You may try adding some Marvel Mystery oil to the tank to give the pump some lube. If the noise is constant and does not go away, you will have to pull the pump to see what's going on. Run it (while pumping fluid) outside of the tank using an external battery.
