11 Inch Shock Installation on 07 FXDL

I purchased a pair of Progressive 11 Inch shocks from someone on Craigslist and when I brought them to the shop to have them install them on my 07 FXDL, they told me they were too short and would not fit. The part number for the shocks is 412-4037B. Everything I read online says these shocks should fit my bike. Are there any steps the installer needs to take to put these shocks on the bike?

Both shocks need to be removed at the same time to get the mounts at the correct level. Best done by jacking the bike just till the majority of weight is off the wheel, then slowly lowering to the 11" point.
 
If you're in the Phoenix area, come on over. We'll put your bike on the jack and swap them out.
 
Thanks for the kind offer but I am about as far away from Phoenix as I could be. I am in Maine! :)
(about January of each year I wish I was in Phoenix though)
