Front Fork Seals 1995 Ultra Classic Tourglide

Yes the forks need to come off the bike.
Remove front wheel, fender, brakes, outer fairing, loosen pinch bolts, remove the fork tubes, then on the bottom of the fork tubes will be holes where you will need to use an allen wrench to break loose the dampening rod assembly. This can be a pain and sometimes requires an impact to get it to break loose without spinning the tubes. Remove dust covers, snap rings and then you can continue with sliding the forks out from the lower sliders and removing the seal in the process. Do a search on the topic and/or get a service manual. Easy task in my opinion. Took me about 3 hours total on the Softail with some beers in between
