There are some guidelines set up by the owners as far as meaningful post count, time length etc. required before certain privileges are obtained.

And to expand on joyflyin's post, to make some downloads like manuals I believe you have to have a certain amount of posts.
Read the Forum rules and I believe that should answer any questions you may have.
