I have read and understand GLIDR's procedure and do not wish to rehash that, however my question is at what mileage should this procedure be utilized ??

The sooner the better. Without going back and refreshing my memory, I think this procedure pretty much breaks in a new bike by 50 miles or so. I did it when I was test riding my FLHX with around 40 miles on it. Of course I also broke in someone's 2008 Road King for them that day, too!
 
I've always done the 100/1000 route with a filter. Like you say, better safe than sorry. I feel it pays off in the long run.
 
It pays off and it gives you another reason to go mess around with your bike. 30 minutes to change the oil, $40 - $50 on oil and filter is a lot better then the rattling noice and an expensive trip to the dealer/shop to bust the case open.

I had never heard of the 3rd gear, 30-60 routine but have always adhered to the 100/1000 mile oil/filter change, on all my vehicles. It's amazing (and a little scary) the amount of metal that's flying around in there during break-in.
 
You figure when it's manufactured and then again when the parts seat in, the flash that is floating around in the oil can cause some scarring on the cylinder walls and after that you have an oil burner on your hands. It's worth changing the oil at any expense to eliminate a problem down the line. I can't see the dealers that tell you to bring it in at 1000 miles for it's first service.:eam
