Hmmm. Looked in my '91 Dyna HD Factory Service Manual, and it doesn't say. But my '03 UC manual says 90-120 in-lbs. I would use that. Key is to start in the middle and use a crossing pattern to alternately torque the fasteners. I would move up to final torque in stages - say 50, 85, 110.
