Sideplate Installation

I'm trying to install sideplates on my 09 Low Rider for a back rest and luggage rack. I loosened the rear bolt of the fender support cover and started pulling it out so I could mount the sideplate.

The bolt head is on the inside of the fender and thus you have to pull the bolt from the inside of the fender, so there's hardly any room to work with.

The bolt is roughly an inch and 3/4's or some such thing. At any rate, as I'm pulling the bolt out, the bolt begins to hit the back tire and I still have a good half inch to go...huh!?

Surely...I don't have pull that fender off to do this..do I?????
 
Have you tried to jack the bike up for more clearance?
You could also remove the shock mount bolts on the swing arm end so the swing arm would drop the tire down more when you jack it up or even deflate the tire for more clearance.
 
If jacking the doesn't give enough room, try lowering the bike again, taking the shock lose at the bottom bolts and jacking up again. If that is still not enough, may have to pull the axle so you can jack the bike up enough for room to work.
