Still have wiring problem

I turn on my ign to power, lights come up very slowly, but not full power. Turn key off, then on again, full lights, Turn to start, starter clanks once, lights go out. Repeat the process, does the same thing. New battery last winter, I have kept it on a tender. When I put the tender on, after trying this starting procedure, it reads charging, then charged after about a minute. I have checked to see if anything is grounding out, cant find anything. Any ideas>

NEVER assume that a battery is good even with a decent reading using a volt meter. A load test is the only way to be sure. I have to say battery again or a bad connection.
