I have changed all fluids, installed a new battery and new spark plugs. I changed the system relay. I get power but it won't start. I have a new fuel pump kit ready to install. I am not getting spark to the old or new spark plugs. What are your thoughts on this issue. The current fuel pump is not priming. I think the problem is electrical in nature but I am not sure where to go from here. Let me know your thoughts. Thanks

How is the fuel pump fuse?
Check that.
 
Try this
"bench" test a coil, remove wires, attach a hot 12 volt to the battery (batt, +, etc.) terminal. Then attach a wire to the ignition (ign) terminal and touch ground and remove. Should throw a spark from the high tension lead with each application of 12v and removal. The ground wire basically imitates the function of the ignition points/module. If the high tension lead terminal is gapped a reasonable amount from the engine, there should be a bright white spark. Weak or orange spark indicates (low voltage...or) bad coil output.

Try pulling the crank sensor and cleaning it.
They have been known to collect metal shavings and fail.
#6 in the crank sensor.

Do you have the service manual for the bike? Perform all previous diagnosis to eliminate the obvious potential sources and if eliminated, the fun starts and we will need a bit more information to try and narrow down the problem. I have attached the code diagnosis procedure in flow chart format from the service manual for my '05 FXSTD which might help follow the procedure Jake posted.

Does "not starting" mean the motor is turning over buy won't start, or nothing happens when you hit the start button? Does "no power" mean lights, horn, etc work? Does "not starting" mean the motor is turning offer buy won't start, or nothing happens when you hit the start button? Any modifications to the motor? What was the last work done to the bike? Was the motor starting before the fluid changes, new battery, new plugs and system relay? Why replace the system relay? Did you replace it with an OEM part? Are you checking for spark with the plugs grounded?
