The O2 sensors are on all the 08 forward bikes.

That is great on "stock" bikes. What percentage of bikes in the Harley world would you considder "stock"
Exhaust changes, intake changes, cam changes, head work, fueling devices, guys adding o2s (wide band and narrow band) to a pre EFI bike to dial in the carb, o2s that are connected in some way to a dyno tune ... The list goes on and on and on.
That is why I worded the question like I did.

That's correct unless someone has installed a system that utilizes them.
