Front end freaked me out a bit!

I just did the 50K on my 07 FLSTC and found that both bolts were sherd off also. I too replaced with upgraded bolts. I live and ride in the Sacramento, CA area, but don't remember any hard hits to the front end. Seems to me to be a design or inferior parts problem and also a major safety concern.
