Oh, I am sure the bean counters had a lot of say on it. But would be cool if someone had a comparison of new lifters for both the Johnson's and "B" lifters and a comparison on if one is quieter than the other.

Joel, the most popular HD lifter currently is the Johnson Hy-Lift sold by Larry's Motor and Machine, AKA WFO Larry. The 2313, 2313S and the 2313SE are all qood quality; no leak down. For your application, I would spend the money for the 2313SE.
