my buddy had layed the bike down and those wires were cut i have repaired those wire already

Do You know what wires were damaged?If not,You need a wiring diagram.Look in Self Help section here or Google 2003 Sportster wiring diagram or electrical manual.You can also try pulling the main fuse,wait 30 minutes and reinstall.Reset may cause the key light to not come on.

i hooked them back color to color and i've done a hard reset still have light

You may also have a pinched wire due to the accident.

ok pulled the code U1064 lose of TSM serial data to ECM. how do have it relearn the data

Check your plug connection on the TSM. Unplug then replug, may want to put some DI-electric grease upon re-connection.
