After having disconnected the stator to regulator plug and then reconnecting it, the bike started charging perfect. So my guess is the connection was poor, cleaned it up good and goobed it with dielectric grease.

As far as the speedo issue goes, I did replace the VSS and its good to go now. thanks for all the replies
