If the upper part of the chain is slapping the primary cover when the engine is running then either the tensioner is not working correctly or the chain is too long
when the chain is the correct length the chain tensioner should gather all the excess chain at the lower part of the chain run and the upper part of the chain should be fairly tight
if it is a spring loaded tensioner then the spring may be weak and be collapsing under the extra tension produced when the engine is running
