If you only do the pipes, you don't need a download.
If you want to benefit from the Stage 1 you need to do the high flow air cleaner, the stock setup is chocking your airflow right now. With the increased airflow coming into the motor your air/fuel mixture will be even more lean than than it already is from the factory. For this reason you need to richen the ratio either by a dealer flash or by using a tuning device.
I like the SERT because it does not remove or defeat your O2 sensor and make your closed loop system into a legacy open loop system.
When I did mine, the differance was remarkable. I recommend that everyone do the full Stage 1, you won't regret it.
