I would think if the dealer installed the tire that way, they would have to bite the bullet and do it at their expense.
Go into the dealer and ask the service manager if the previous owner had the tires installed at that shop or if THEY installed before the sale. If he answers yes to either question, then tell him the problem but let him commit first.
